Twenty-first letter of the Turkish and Persian alphabets, and eighteenth of the Arabic. It does not enter into the orthography of any purely Persian or Turkish word. Its phonetic value in Arabic and in an Arab mouth, is a harsh guttural catch or hiatus. As pronounced by a Turkish scholar, the letter is either entirely silent, or the slightest hiatus is made sensible. But, though often silenced by the educated, and unknown to the vulgar, the letter ع has a solid consonantal value. It may be considered as the harsh hiatus; and, as such, may be paired off with the soft hiatus, (the hemze). In other words, ع may be considered a hard hemze. The place of an ع in a word, should always be marked in transliteration.In this work we have adopted a reversed apostrophe (thus; ء) to represent the ع in transliterations, distinguishing it from the sign which represents the hemze, by turning its head in the opposite direction.As a harsh consonant, the ع should be always followed, when movent, by a hard vowel, but, as it is itself softened down in Turkish pronunciation, a, i and ü are occasionally used after it.This letter has the numerical value of 70 in chronograms.The full name of the letter is عین سعفص (the letter ع of the word sa’fas in the ebjed formula), and عین مهملە (the undotted ع).In astronomical works the letter is used as an abbreviation for اجتماع (conjunction), and for تربیع (quadrature). In the margin of the Qur’an, it denotes the end of a section of ten verses, and before a quotation of poetry, it marks a hemistich (مصراع).
